Yeah, I'd probably either go Arbiter or the (slightly better) Gagarin myself. I already have the Avenger and plan to use my free T6 token on the gagarin though.
I would say no. Gagarin is very close to Arbiter except it has the additional Miracle Worker stuff. And it has two Miracle-worker seats where as Arbiter has one Intel. Fleet Gagarin (Shepard) also has 12 consoles which I think is highest available.
Arbiter Trait is good though, so maybe for that alone.
Usually lightning strikes dead anyone who talks about the Arbiter not being worth... anything, really. There are lots of crap starship traits in STO, but there are a few that are so good that every serious player should probably have them. Emergency Weapon Cycle is one such trait. Unless you're making a torpedo boat, or a heavy duty tanking ship (and sometimes even then), EWC can find a happy place in your build.
Not a bad ship, either... but the federation battlecruisers all feel pretty similar. Except the Europa, which is trash.
