If you already have bought Zen you could buy (some) things for him/her and then send them the items. You'll want to be careful that the item your buying isn't going to be bound to your account or character. Keys are an example of something you can send or use at the exchange.
It may be possible to give people Zen by gifting them contraband or prisioners you bought/obtained. After they receive the ones you sent them they could do some common duty officer missions, then exchange the dilithium rewards for Zen at the Zen-Dilithium exchange. That is pretty convoluted though, so it may not really be practicual or worth the time unless you happen to be doing these things anyways, or as a learning experience. I haven't tried this myself, so it may or may not work well. I know at least a few people have tried something similar to this.
