i can not claim temporal agents rewards on a non agent. they seam to be locked on normal toon.

Where are you trying to claim them? You have to be at your respective faction's temporal agent in order to claim them.

i unlocked them a long time ago with my temporal agents. if you unlock them with a agent, you can get the same rewards at the temporal agent of your faction with a non agent.

2. Yes, that is true. Make sure you're in the right category (Delta or Temporal Recruitment) in order to claim your rewards.

you also need to be level 20 or the guy says your to low

my toon "serena" is level 51, so yah she could be able to get the all the rewards she can. Besides, Crypic already knows about the problem. Read the latest release notes.

New bug since 11.5 Artifacts launch, but yes, they have acknowledged this in patch notes though will not be fixed yet in todays patch.
