For some people, it is rubbish. It is a very valid personal opinion. Personally I love it.
But that'd also require pvp balance, which is nonexistent in STO.
Bad is a state of mind.
If it is not what you wanted; then you can pick something else.
If it is a game that disappoint you for technical issues; then maybe they can be fixed.
If you just want a PVP pew pew game; then most of the MMORPG out there are not for you probably; you may want to look into action MMO; which offer more PVP in larger areas, beside hubs.
STO is not a bad game at all (you were not there at launch probably); it all depends from what you like and what you are looking for. This is a standard skill-based time-based mmorpg with on-foot sections and space sections, it is not Star Citizen.
At launch, people paid almost 400 dollars for the lifetime subscription; the game had a monthly subscription like WOW :) So while now it is free; it was not made as F2P game.
Plus if you think that free games are not that great; you never played Warframe probably...or Fortnite, or the other ton of free games out there; beside the crappy early access or sexy titles :)
