Fast way: buy them from C-Store.
Slow way: grind EC to get them from Exchange.
4 modules is roughly <50m EC.
It is definitely the easiest method, as 50m EC is a lot easier to get than the alternatives. I'd do it by flipping things on the exchange, 5 minutes a day for a few weeks. Bonus points for being very low initial costs compared to the other methods. (although obviously the more start-up capital you have, the more stuff you can buy to sell)
Don't bother trying to grind it - there's trillions of EC in circulation, far better idea is working out how to supply what other players want and supplying that.

Method 2 - Dil/Zen.
2000 Zen at the moment is something like 830k Dil.
Take that 830k, divide it between each of your characters, and then divide that figure by 8000; that's how many days it will take of maxing Dil each day on all your characters.
Basically, it's a non-starter with Dil/Zen at it's current rates.

Method 3 - max 4 reputations.
I'd go Omega, Nukara, Dyson and Discovery, as those are easiest; borg space TFOs are simple to grind, Nukara has Crystalline Catastrophe which is easy, sometimes it is down before you even load the map if your system is slow, Dyson has the ground battlezone, and Discovery has Starbase One queue, which while it does have it's timegates, is again, easy.
This takes 70 days if you haven't got any progress already and aren't account sponsored, and requires getting 1600 ish (you get the rest with the T5 payout) marks per reputation, playing for roughly an hour every other day.
This has the advantages that you'll actually be playing, but, it won't be using the ship you want to be in for obvious reasons, and you'll need a ground and space build.

Don't forget you'll need a Fleet with a sufficient shipyard and provisions to buy the ship.
Also, don't forget the C-Store version, if available, drops the price to one module.
One module per rep per character (not tradeable or even account wide, character bound). Not automatically though, it's a project worth 100 marks on top, but that's easy.
And for the avoidance of doubt, the "extra" marks were included in my earlier count.

Yes that is correct, CBRs post is still accurate on the methods of how. But prices have continued to inflate so the other two methods are worse than they were before. 4 fleet modules is closer to 104,000,000 EC and the C-store zen cost is a bit closer to 1,000,000 Dilithium now.
Your best bet is actually doing a combination of getting EC and doing the reputations. I personally would probably just avoid Dilithium.
Note however, that the module cost of a ship is reduced to one module, IF you own the equivalent zen ship. And also that fleet ships (except the fleet-only Dranuur Scout) do not give traits or come with special consoles, but the ones from their zen equivalent ship can be ported over.
