Download / patch resume & throttle

Hi,

I haven't played a star trek game in many years, thought I should give STO a try...

Just wondering please, is the installer able to resume partially downloaded patches? If I cancel and start again, it seems to start from the beginning.

My internet is rubbish, is it possible to throttle the patch/game download speed so it does this steadily and without using all bandwidth?

It looks like it doesn't resume, but it does skip stuff already downloaded/unchanged.
