Quite a routine occurrence nowadays... However well done for braving the steam forums :)
One thing i can say honeslty..
Sorry for this. But.. Read the stats/usage/ability of each piece. Not only that but in the traits and level ups. U will find that some of it is "techy babble" but it is fairly well explained.
Also to help set up use ur fleet folks. Set up a small pvp to test new builds and settups.

So do me a favor and go to the following web site and enter al your build details, space and ground both. Takes about 10-20 minutes depending on your personal computer usage speed. When you've done that I'll go over it and pimp your build and give further tips and tricks.

Experience: I was able to tap 25K JUST as an Engineer in JUST a T5-U cruiser. I know a thing or two about making things die.

Also I didn't put any duty officers on the skill planner since I'm focusing on dps but all I know is the duty officers are only assigned for making tasks missions
EDIT: Just on first glance, I'm hoping you still have your free retrain, we can fix this up no problemo. It seems the issue is actually that you took too many defensive things; basically you're dying because you're not killing fast enough.

Mind you, this could still make you a "glass cannon", so it may OR may not improve your survivability (that depends kinda on strategy and whether it's group or not and a million other factors). BUT at least you'll be taking the enemy to hell with you when you do die and not wasting so much time fighting. Corvettes should MELT to this built except on Elite. Escorts easy enough, cruisers maybe 15 seconds. Try to use your cloak to get behind targets then hit the tractor beam and buffs for the kill. Tractor is a top skill specifically because it slows the enemy so much their defense stat bottoms out and causes crits and big hits.
One last thing, get and learn the spacebar macro. It's how you really maximize your DPS. You'll find that at this link, but mind you EVERYTHING BUT the spacebar macro text is completely outdated, so just stick with the spacebar and ignore the rest (it's strats for like 2014 lol). Spacebar still works, though. Just follow the instructions on the Hilbert guide to set it up in game.

When you can, then go to Infected Conduit Advanced and stay fighting as much as possible, ask for a parse/meters after the TFO and hopefully someone can give it to you. If you're over 10K, you're doing well and can start learninmg the more advanced tactics and such for squeezing out some extra power. For now, prolly best to stick with the basics if possible until that part is situated, then step it up one bit at a time. Lemme know how it goes, friend. :D
P.S. If you're not too attached to that ship you may wanna consider something that has at least one more slot you could stick an engineer in to be able to have 100% uptime on Emergency Power to Weapons. Not essential, just a bit of a boost, totes your call there, I did this build assuming you aren't interested in switching.
P.S.S. You can also use the Dual Beam Bank equivilents and keep the beam buffs if you want to. Dual Cannons and Dual Beam Banks are both solid, but I think for tac, I may be wrong but I think cannons do just a little bit more. Again, your choice there, just sub "Dual Beam Banks" instead of Dual Cannons where appropriate and switch the cannon trait back to beams for that.
P.S.S.S. If you go to Romulan Minefield with this build, and are under Level 60, you can even melt the DREADNOUGHTS there with this build (I did it on my Klingon with one less weapon). Tactical may be the one field you honestly wanna get 27 points in (but only use co-ordinated protocols if you're a carrier, otherwise it doesn't even affect you).
GreenCatGurl hasn't really outright said this, so as a rule of thumb for when you experiment around again: mixing different energy types is a big-to- huge mistake in STO. That's probably one of the key reasons you got killed; you weren't doing damage.
