If you are someone who only plays to use things people have worked hard for without contributing, I do not think you'll come very far as people will just ignore/ refuse you.
Rude and selfish players (the ones that take and never give/share or say thank you etc) do annoy me in special place.. They do need to given a lump of coal in a sock then hit with it a few times..
Which I"m going to point this out in this way because I know you don't fully understand the inner workings and costs of what Fleets have in maintaining Fleet Asset stores to their members... Leaders are the ones who normally the ones that keep an eye out Provision dips or drains and makes sure to start and queue projects that when finished will fill the Provision types that re being used and amounts drop...
My Fed alt character just happen to be someone who makes sure that all projects and the ones queued up after are ones that helpful while also making sure there is at least one project that members can make Fleet Credits from.. I always make that the special project "Unload Surplus Fleet Marks" is up for members to dump fleet marks into..

Also to help put things things into a mathematical perspective.. Items bought from the fleet stores all draw from different Provision sources.. Fleet Starship use "Military Fleet Ship Provisionings".. Which for Fleet to get those they must start a project in their Starbase called "Provision Fleet Ships I , II, III, IV or V.. Depending on the Starbase upgraded Tier level...
Now for some maths to put just what you asking random people playing STO to do for you and give you... The project that refills the Fleet Ship Provisions at Tier V takes 15 hours from when the final project cost requirements are met and counts down.. That's the time it takes plus the amount of time it takes fleet members to donate things into said project..
Out of Player/Fleet Cost is
Requires 1,062,500 EC, 100,000 Expertise, 56 Non-Civilian Duty officers (common), 72,001 Refined Dilithium, and 1020 fleet marks..
Divide the above value of project cost by 18.. and that is "How Much" are asking from random people in game

There's a fleet aquarius that costs 20k FC and 4 FSMs. OP might have found a different fleet to donate the required resources to.
I know my fleet will give people their wanted fleet ships for free. We have over a thousand fleet ship provisions.
you might be fine with people being leaches but most fleets are not ok with it
and the escort cost 20k he wanted the destroyer thats 200k
Generally fleet stores do require some amount of donations to access (or be promoted to access). The first fleet I was in did so, and my current fleet did so as well up until fairly recently. Granted, my fleet's been maxed out for years now so provisioning projects are pretty much the only thing run - generating a ton of provisions does greatly diminish their value.
