You can't change your character name at the tailor. The name you change at the tailor is the name of the *outfit* (of which you can have several set up, and switch back and forth by either visiting a tailor, or by right-clicking your profile picture when on a ground map and selecting one of the options from a menu).
The name change token (that you have to buy with Zen as above) is the only way to change the actual name used in places like the loading screen, chat bar, and fleet roster.
(On a side note, if you do have multi outfits set up, the loading screen will always display your captain in their #1 outfit if you log out in space, and in their current outfit if you log out on the ground.)
There *is* a "display name" on the character screen (which you can access by clicking the "Edit Record" button on same screen). However that does not change the name that is displayed in chat or in the loading screen or in fleet roster, etcetera. It *does* affect what NPCs call you in dialogue boxes.
