new to game, confused on this Klingon Civil War

i just started playing and looking at this Klingon Civil War story, everything is greyed out except the last 2 episodes that i guess end or conclude the story?
Why cant i start the story from the beginning?

The last two are featured missions; Recently added so they encourage people to play them. You can play any mission in a story chain but have to play or skip proceeding missions to get at them when they are greyed out.

why would they encourage people to play the last part of a story and lock out the rest? its like getting a new book with all the pages ripped out except the last page, or getting a DVD box set of a tv series and all but the last DVD in the series is gone, or going to see a new 2 hour movie and entering into the theater when theres only 15 min left. i dont get it.

i saw this new update with the Klingons and wanted to try it, but i dont want to play just the conclusion of a story, i want to experience the whole story.
What missions do i need to play to unlock the Klingon Civil War story?

The two featured episodes were part of an event and were "wide open" for anyone to play. Even if they weren't the new content is typically pushed as a, "Featured Episode" available to all regardless of progression in the other episodes. To play any story arc open it up and click on the first episode to get the prompt to play through. If you would rather and just play to gather junk (Some people do that) you can skip it instead.

they are greyed out! meaning:

"(of a navigation button, menu item, etc on a computer screen) not highlighted, indicating that the function is unavailable at a given time"

i can click them, but nothing will happen, hence why i made this post!

How many episodes in any arc have you completed. It may require a lot of annoying, repetitive clicking but if you "roll back" to the last mission in all the episodes you finished (possibly all the way back to the tutorial ☹) you should have the option to play or skip. Then keep doing it. If you want the full story (Not just the arc) I'd begin at the beginning and just play through. Otherwise track back and click skip until you arrive at the content you want to play. You can always go back and play it later if you want to play particular stories now.

In the game right now with a level 35 Romulan character, Klingon Civil War shows 'Hail/Skip' option for the first episode - 'The Centre Cannot Hold' and then, as you say, the last two episodes also have the 'Skip/Hail' option, so for my character it's as you'd expect - do the whole arc from the start or choose to play one of the final two episodes.
So I'd say that provided you are trying to start the civil war arc with a character who has finished the tutorial etc, ie you've levelled up a little bit at least, then you ought to be able to select that first story okay.... if you can't then use the in game help option to send the error to Cryptic support, who (in my recent experience) will get this sorted with you - you'll probably get an email from them in reply by tomorrow, they've helped me with bugs a couple of times and response has usually been within 12-18 hours, and fixes have been quick.

sorry, i didnt intend putting "New to game", and "i just started playing" in my title and post to cause so much confusion

No, no confusion, but 'new to game' can mean 'I just logged on for the first time 5 minutes ago' or 'I've only been playing a few days'. So, have you played through the tutorial missions for your character? If you have, then you ought to be able to play the story arc for Klingon Civil War, and if you HAVE completed the tutorial and CANNOT play the Arc then use the in game help function as the game's help staff are good at sorting stuff out quickly.... had you done that when you posted on here I'd be surprised if they hadn't set you right by now.
If you HAVE NOT completed the tutorial, then that is probably your answer - so play the tutorial, which will earn you a few useful items, introduce you to the basics (the very basics) of how to do stuff in STO, and unlock stuff you cannot presently access.
There are parts of the game that don't unlock until you progress a bit, some bits you need to have got past level 50 for as one example.
You will find some things confusing, the game has been going over a decade and seems to overlook the fact that new players don't know everything - internet, the ARC website, and Youtube for mission walkthroughs are all important tools.

If you cannot access the non-featured episodes, this is because you have not either played or skipped all of the previous episodes (in the other episode arcs).

The featured episodes are exempted from that requirement in order to allow people to participate in the event.

If you want the whole story in order... ignore the KCW episodes for now and play through the episode journal from the beginning (all the tabs, not just the KCW one).
