Funny thing is, I got it AFTER the mission as reward for destroying that gigantic doomsday weapon which could only be destroyed from the front.
I will say this though: the game sometimes doesn't display stats properly if you are not in the proper environment.
For space weapons, you need to be in a space area that is combat-enabled (which interstellar space is not). In your pics you were in a planetary orbit map, so you are good.
For ground weapons, you need to be on the ground, so the numbers you are seeing in that second pic may not be accurate numbers.
That said, if you see "DPS" labeled, that number (if seen in the proper environment) is a good measuring device.
ALSO... since you are new... there is a lot of synergy in STO, especially in space: let's take for example if you are comparing a green phaser array and a blue disruptor array of the same mark level... all else being equal the disruptor would have higher stats. (All the energy types use the same damage scale). However, if your build has +Phaser Damage boosts on it, the phaser array could wind up being boosted to higher than the disruptor, so in that case the phaser would become the better weapon due to synergy, even though it's of a lower color.
Pistol have a faster recharge time for their attacks but at a shorter range. The rifle has a slower recharge time than the pistol, but at increase of range. It is your job to take advantage of the rate of fire, by pressing the key faster. Also the Mk 2 common will be always marginally better than common MK 1 items, rarity give a slight improvement added to the mark level of attack.

Also, how do you tell if something is worth keeping to sell on the exchange, as opposed to simply discarding?
This. Most vendors pay 40% of listed EC value; these specific ones go to 50%
As for what is worth keeping to sell on exchange... you can always compare to items on the exchange, but the answer to that is generally nothing you get in loot, with the possible exceptions of purple quality items and BOFFs.

As for BOFFs - the critical part with BOFFs is their traits, not their color. Most BOFFs worth keeping are either blue or purple, though. This would best be discussed separately. (I have taken the liberty to start a separate thread on that.)
