Using the Arc launcher itself is not necessary, but you are using Arc if you play STO.
This is basically just binding your already existing Arc account to Steam in order to bypass having to log in.
You should be able to launch STO as a non-Steam game through Steam by finding Star Trek Online.exe in the files and adding it to your library - although this will disable buying Zen through Steam.
Open up the folder that you have STO in, find the STO launcher exe and make a Shortcut by right click and chose make a shortcut, then find that new shortcut, drag to desktop.
