And it's just that the new guy has better abilities you want to use > Open up the screen with all the officers and your active ship listed on it. Over in the right hand panel up at the top you have different tabs; skills, traits, STATIONS. Click on the stations one and you'll have a box showing each bridge station and who's currently filling that slot. If you click on the arrow by the name of who's currently there, you'll get a drop down with the others that can fill that slot. Just pick whoever you want to fill the spot.
The same applies to your landing party / away team. Click on the arrow at the slot and pick who you want.

But White (common) and Green (uncommon) Boffs should dismissed for another.. Those being Rare (Blue) and Very Rare (purple)... The reason why is because of the amount of superior traits they have over Common/Uncommon Boffs..
Once a Boff is commissioned to the List on the left.. Dismissal is the only option to take if off..
