It's a 2 step.. You have to buy funds to add to Steam Wallet, then you have authorize Zen purchase via Steam overlay..
Now if this is your first time buying zen you might encounter another issue of delayed receipt of Zen and/or items bought being slapped with a 7 day bound to account (their way of anti-fraud)..
I would suggest to use the "charge" function from the Arc launcher to get your Zen in the future, as that transaction is instant and without issues.
One might assume he(she) does...
But during the 25% off sale and zen bonus sale buying zen through Steam oddly gave more bonus Zen than the Arc website (no clue what Epic was like during that sale since I refuse to use Epic)... But like 20 bucks on Arc gave no bonus and through Steam you got bonus Zen... And oddly on Arc it was better to buy 10 bucks worth of Zen 5 times than a single 50 bucks worth 1000+300x5 vs 5000+500..
I don't recall what the 100 bucks bonus was... But I bought 30 bucks worth and bought a Khopesh I still have 1600+ Zen...
Don't ask me why it was like that.. must be that "New Math" i've heard about...
Why bring this up? It is pretty irrelevant at the moment. Looks like a giant ego trip.

Maj_Cyric just stated his exp to OP and why its maybe clever in future transactions to be smart, and get a big chunk out of his spend cash with just simple 3 or 4 more clicks but alot more in-game money.

Well for starters you need to have the Steam Overlay enabled (need to have enabled when STO loads)... Which then when you click buy Zen it will open the Zen amount choices (5,10,20,30,50 & 100 dollar amounts).. Then after picking one, the Steam Buy Product page(Zen) and will then open and will pull those funds from your Steam Wallet with a green "Authorize Payment" clickie on the bottom of the page...
If you don't have enough funds in your wallet then, you will get the add money to your Steam Wallet page (5,10,25, 50 dollars etc).. Then back the the Authorize Payment page.. After clicking the green Authorize Payment icon/button it will then finish the payment...

For myself. This is just me. But, I'm glad they made it FTP. Because, they were making it way too expensive. I still hope we don't have to sub to get the bigger ships. I can see us paying real cash via debt card or gift card for stuff. But the tiers during game play need to be remove. Loosely translated: To make it more Star Trek feel. NO TIERS. When I was playing years ago. Ppl were breezing through the ranks to get the ships. They like or wanted. Kinda disappointing. Not be assigned a ship that's not so weak(Miranda Class). But, it make an option where the players are assigned a ship of there choosing. Based on there field of expertise. I do have a recommendation for them: They should make Empok Nor(DS10) available to those who want to command that station. That would be something else. Not as a stronghold. But a place, Where they're really be able to show off or prove there skills.
OMG thank you, it works now!! It seems that I need to run steam and the overlay as administrator to make it work.
Their support team is useless as a flyscreen door on a submarine and can't even tell me when this embargo will be lifted. An absolute garbage-tier company to deal with when things go wrong.

GM Mavis explained to me that it had to do with the the script used in their "new" anti-fraud program..
And their automated script having an issue with a player's IP.. It seems that it was first coded for Static IP and failed to take into account of a user's IP being a dynamite IP nor how often a user's ISP will assign a new IP number..
Which I bought 50 worth of Zen back in Sep 2019... Because I was flagged with a 7 day item bind after buying through Steam.. Then through Arc to "avoid" that issue.. Only to have items once again getting slapped with a 7 day account bound.. Which I wasn't planning to sell items but having them take up so many extra slots in my inventory (normal and R&D tabs) was annoying as ♥♥♥..
To which after I complained tactfully and "nicely" about getting flagged after buying zen through both Steam and then Arc and being a player since Feb 2010..
I was then told that nothing could be done about the items that already had the 7 day account bound status.. but that my account has been "flagged" so that this issue won't happen again (whatever that means)....
I've since bought Zen about 9 times since then from both Arc and Steam and haven't had things bought get hit with a 7 day account bound.. So I guess Mavis handled it...
