Also have you verified your STO game files?
Have you just tried running the *.exe from the installed folder without a full system reboot? (you can play STO without using the Steam/Arc/Epic launchers)
i7-9700k 32gb RAM 2080ti 2tb nvme ssd & hdd and Windows 10 latest update. It’s built by myself.

- Make sure you are running the game as Administrator or account with administrator rights.
- Use the troubleshooting compatibility options in Windows OS.
- Try the lowest graphics quality level, then work your way back up the higher graphics quality choices.
- UnCheck On-Demand Patching. Just turn it off, period.
- Have you turned off On-Demand patching in the Options menu of the launcher, ticked Force-Verify, clicked Apply, then waited until the files were patched, and tried again to get into Star Trek Online.
- Pull down menu for Patching Proxy. There is a choice of US, EU, None. Maybe use EU if that is where you live.
- Use Safe Mode in the STO launcher Options, when you have troubles.
- Use Force Verify in the STO launcher Options to check the files integrity in STO, when you have troubles.
- Pull down menu of Gameplay Proxy, has choices of US, EU, None. Maybe use EU if that is where you live.
- Maybe remove your anti-malware program and use Avast Free Anti-virus, it has a game mode. You really should not be using paranoid paid anti-malware programs on your gaming computer, and you should not be doing important financial or privacy matters on any gaming computer. Windows 10 firewall and Defender is also ok. Using Malwarebytes anti-malware as a backup scan and fix.
- Make sure all the game's exes are in your PC's Firewall exceptions.
- Make sure your anti-malware program active defenses is not interfering with the STO game files.

= To get deep into troubleshooting your STO game troubles. >
Go to the directory you have Star Trek Online installed in your computer.
Go to Star Trek Online.exe and make a shortcut.
Go to the properties of the Star Trek Online shortcut and add at the end of target the following:
-console
Or you can put -console in Set Launch Options in the General tab of Properties of the STO link in Steam game list.
Afterwards, start up Star Trek Online. A console window should come up that will bring up data of what is going on as the game runs that you can copy and paste to a text editor. It will close the console when STO reaches the character select screen.
= Look in the Star Trek Online directory, there are individual log files that are produced each time there is any error during game run and stored there in the top > ERRORS_year-month-day_time.txt, PACKET_year-month-day_time.txt, pct_year-month-day_time.txt (patching?), debug.txt ,, There is a folder Logs in the Star Trek Online directory that has log files also.
= In the Star Trek Online directory, there is an Exe file called CrashReporter that you need the OS let it run, so it can catch crash dumps. Try running this exe and click yes on any Allow messages.
I Don't think OP have STO files running in background keeping them from running STO again.
Has to be some other programs in the background or active that actively interferes with STO. OP has 32 gig of RAM, so Not running out of RAM, if you have other programs that run in the background. Also what programs is the OP running actively while playing STO?
The other problem i can think of is that the computer is slowly overheating.

Use the Driver Sweeper in windows Safe mode and clean out any drivers you know your system does not need. Windows will still load some of them even though the hardware is not there and could cause instability.
Run CPU-Z and go to the last "About" tab and export your results in TXT format. Post the results here. This will show you what hardware you have an what speeds it is running at, amongst many other tid-bits of info.
HWMonitor is a hardware monitoring program that reads PC systems main health sensors : voltages, temperatures, fans speed.
Run 3DMark on your system to make sure you don't seen any type of graphical anomalies like white sprites, flashes, etc. This will stress your computer also.
Run Prime95 for at least an hour on your system to make sure all the worker threads do not throw errors. If they do, then you know you either have something failing, like memory or even the CPU, or you have something overclocked. This tool should also detect all CPU cores and run worker threads on them. Use this for a simple stress test.
Run Memtest86 so that you can load up your memory and stress test it while it pushes registers through it.

Lol, a post made in 2018, you are a bigger problem than CC. FYI CCleaner is widely used by million and millions of people, you are just targetting someone for the sake of it.
Umm if you say so... But I know temp files, unused files and cookies aren't the cause of his(her) issue... And CCleaner is a cr@p program these days since they got bought has so much added bloatware... If Windows Disk Cleanup is somehow failing to clean his OS/System then a program like BleachBit is a much better choice..
But really the program ProcMon will show what happens when the STO Application Process starts and how/why it ends... It's what should be used for troubleshooting a failed program launch/start/crash issue..
CCleaner is not only used to clean, it is also used to fix registry issues. There are programs that do the same things as Procmon, whatever u use, good for you, I never had any issues (with millions of other people) using what I am using.
