Klingons get cloak, what does starfleet get?
Do they also have their own special ability or is it just imba?

Although the boff version, due to being only usable outside of combat, is sorta useless (like basic cloaks in general).

Whenever there is a ship released that has a version for each of the three factions, and is identical in almost every way except the model... if the klingon or romulan versions of the ships have cloaks, the federation version has a higher shield multiplier with no cloak. If the klingon version doesn't get a cloak either (which is rare, like with the gorn ships) it will have a slightly higher hull modifier, but still lower shield multiplier than the fed versions.

The canonical explanation for the federation not using or developing cloaking technology is part of the peace treaty with the Romulan Star Empire. Exceptions to that treaty exist, but have to be negotiated on a case-by-case basis, as was done for the Defiant in DS9 (which stipulated the cloaking device could only be engaged while in the Gamma quadrant).

In STO, the romulan star empire sided with the iconians and resumed their war on the federation, which would render the treaty irrelevant. At this point in the STO timeline, the RSE is more or less defunct, with the Romulan Republic being the faction that the federation and KDF are both allied with. There's no canonical reason (that I'm aware of) that the federation couldn't be using or openly developing cloaking technology.

In game mechanics terms, cloaking devices have no real use in PVE.

It's mainly an ideological issue. Starfleet is primarily devoted to peace and exploration, so the idea of sneaking around with cloaked ships doesn't fit in with the principles of the Federation. The Pegasus was testing an experimental cloaking device which was in violation of the Treaty of Algeron. While that treaty could be seen as void after the destruction of Romulus, Starfleet still stands on their principles. Though it would be logical to assume that especially with the war, that some Starfleet ships would use cloaking for intelligence or espionage purposes, the majority would remain without.

If that were the case then they wouldn't have required it be written into the treaty with the Romulans, and they wouldn't have developed multiple versions of their own cloaking devices.

The federation used cloaking technology as part of their resettlement plan in Insurrection - the ship was federation, not Son'a. They also used cloaking, self-replicating mines around the bajoraan wormhole to keep the dominion out (unsuccessfully).

In STO we have the destruction of the Kelso, which was research taking place after the destruction of the Romulan homeworld.

There's a federation Cloaking Device[sto.gamepedia.com], as well as the federation's Starfleet Assault Cruiser Technology[sto.gamepedia.com] console set that grants a battle cloak.

Doesn't seem like principles are all that big a deal.

In peacetime, Starfleet would not consider using cloaks. One is due to treaty stipulations and the other is that the Federation have a doctrine of pacifism (Shame it took the Borg, Dominion and the loss of billions of Federation citizens to knock them off that moral high horse).

In wartime, cloaks would used for more specialized purposes

It's a good scouting tool, I usually sneak in cloaked and pick out which section of the enemy fleet I want to attack first and then unleash all hell on that section.

Intel Dread and the Eclipse are excellent for that

Starfleet's development of cloaking technology was illegal, that was the point I was getting at. At least with the Pegasus. You could argue the same with the holoship, though since it was being used to illegally resettle a population, I don't think those involved cared about whether it's cloaking ability was street legal. As for the mines, obviously that was due to the threat of the Dominion. (They possibly could have used Klingon cloaking devices too) Obviously the vast amounts of hostility in the galaxy has changed things somewhat.

Or just buy the Archeros for the pitiful amount that costs at this point and you got a battle-cloaking battlecruiser. Certainly cheaper than getting all 3 Voth ships.

Under the old treaty, the Feds were not allowed cloaks. But then the treaty died, and the war was back on. Does the new treaty also stipulate No Cloaks?

No, the treaty of algeron is basically dead.. and the romulan star empire hardly exists anymore having mostly been replaced by the romulan republic. However, Aennik Okeg claimed to have signed an executive order banning cloaking research, which would mean that the prohibition exists separate from the treaty at this point.
