I guess not.
Question is with phoenix upgrades and technology boosts there are ways where u might end up at XIV and 90% to reaching XV and then using a whole phoenix upgrade for lets say just 10k points would be a waste.
Quite right, it is not possible to say how many it takes as after you reach XV it turns into a percentage to improve quality and there is "chance" element introduced. Might get it at 1% chance or you might have to grind all the way to 50% (or even more if really really bad luck).

-) When upgrading from XII to XV.......what do I do if I end up at XIV with only 5k technology points missing for XV? (obviously nobody goes for epic rarity when at XV, you are better of starting new from II if you want that) But for some gear I dont mind at, I just want it at XV.
or if that bothers you, what if I am already at epic rarity and at XIV and am missing 5k technology points. Wasting a Phoenix tech upgrade would be waste here, right? What else?
-) How to best calculate the way for ANY gear how much phoenix tech upgrades I will be needing?

While there are lesser upgrade modules available (Improved for 5k or Superior for 12.5k points), the "problem" with those is they cost Dilithium to use. Which is not the case with Phoenix upgrades (indirectly though for purchase) so using Phoenix ones is always "cheaper" even if you over shoot.
And indeed, it goes to waste only if you are already at Epic. Otherwise it counts toward the quality upgrade.
Ps. I just dropped 120 ish phoenix upgrades to get one of my toons from about XIII UR to XV Epic. No point in worrying about saving a few here and there...you will end up using as many as it takes eventually.
You obviously forget how far you might already are in the game and not care about those things new players do! I'll start to not care as soon as I understand those things! ;)
Other than what i've pointed out in my other replies on the other thread (as linked above), one can't really give a "X" number of cost due to the RNG mechanic..
Yesterday before the upgrade event ended I used 3 Experimental Techs with 3 x2 chance accelerator on 3 Mk II Ba'ul ground weapons.... the first hit up Ultra Rare, a 2nd turned Epic and the 3rd stayed at Very Rare... I used total of 30'ish Phoenix upgrades with a mix of 1.5/2x tech point accelerators to finish out upgrading all three to MK XV from MK VIII... (started with 58 Phoenix upgrades and ended with 20 something)
The Ultra Rare turned into Epic with the 2nd Phoenix upgrade, and the Very Rare never upgraded (Gave it to an alt I hardly use)... It would easily have cost at the least another 60+ Phoenix upgrades + 60+ Upgrade chance accelerators if I tried to get the Very Rare into an epic.. but it would be wiser to cut the loss and just pull another Mk II from a Ba'ul weapon box.. Hence my giving it to an alt toon to use on a boff..
