I do remember at least one fleet I was in where they did run a rotation as to who got first dibs to donate marks to new projects, but that's the only instance I've personally run into real rules on that sort of thing.
Maybe some other fleet leaders will chime in about their policies, there have to be some out there that have found a way to deal with it.
Just as I asked before I wanna know how many fleet marks other people get to turn in per week under their circumstances.
So if you mind sharing your number that would be nice!
I think in my past I always had less marks then I could turn in at once. So I ended up only with 500 marks I could turn in, but now I am saving up to about ~6000 marks and wait until new projects are out there.
What you need is the projects to dump off white doffs - mostly starbase.
Farm these doffs with all your characters on academy. Fill up all your slots with characters for that (do tutorial and missions until level 11+). Maybe it's worth to buy some slots.
Get all assignment from recruiter except R&D Assistance and General recruitment (cost dil). When all of them started, set the timer on your phone to 92 hours, after which repeat it.
Send these white and green doffs to the main character by mail. Disassemble the green ones on white ones with the same NPC.
You can donate doffs of any faction, so KDF/FED doesn't matter. But decompose the green ones on alts if they're not your faction.
You can also just buy them from exchange.
It doesn't look much at the first glance, but it scales to a good numbers. Can't remember the exact digits, but it's about 800.000 credits after 1.5 months with 19 characters, without running to 3 racial recruiters (takes too long). And that's without farming and that dumb project sniping. Just don't be greedy and fill the other resources too if you turning in a lot of doffs.
Any fleet or at least armada should have these projects available. If not, well, then the right question to as is why they don't give a damn about their members.
iirc there are 3 doffs assigments down at the academy with a 20 hours duration and one that u can get from an admiralty!?
Idk what your 92 hours thing is! I am still in the process to unlock those 14 cluster assignments. If its that what you mean!
Farming those is something I want to do in the future anyway.
or you meant the "Personal Officer" which also grants some assignments with a 48 hours cd".

She have assignments to recruit science, tactical, engineering and civilian doffs. These have 48 hour duration, but the invisible cooldown is exactly 92 hours which begins when the assignment is started (the options will be greyed out until then).
The good thing is that you don't need to move your characters to start these 4. Just log-in, press buttons, log-off for another alt. While 3 other NPC require running to them. Which might worth it, because it'll increase the farming speed by a factor of 2, but as your number of alts increases running to these NPCs with every character becomes less and less appealing.
Yes, their cooldowns for these separate assignments are shorter.
The same recruiter NPC (with 4 assignments) actualy have 2 additional ones. The first option, "General Recruitment" gives doffs too, but require dilithium, while the other recruitments assignments are free, so it's usually not recommended to run the general recruitment task. The other additional option is "Request RND assistance" which cost dilithium and gives crafting components. It also have a small chance (like once per half a year) for an unique doff which is required to craft the aegis set. So if you interested in it, might as well run it along with the other assignments. The aegis doff is bound though.
Cluster assignments for purple doffs are worth it, but they are totally different thing, because these doffs can't be exchanged for white ones.
There's one that eats 2k Fleet marks.. or R&D Materials, Common Doffs, Expertise Marks etc etc... There is also projects that other fleets which are in your Armada might have which need things you can dump into for Fleet Credits..
My Fed toon after joining The Void invested about 2.5 mil into the fleet in the first week.. I was quickly given Management rights and offered to be Co-Leader... Being able to start/queue fleet projects means I get to set ones to keep the different fleet provisions stocked over 600.. and can start the quick 15 minute projects for myself or anyone who's online needing to invest "X" or "Y" things for fleet credits...
