Presidio's trait is pretty nice too, but less universal. The presidio's hybrid seating is all command and... well... command is sort'v ho-hum except on torpedo boats. I do have all the command battlecruisers, and they're all nice ships, but the arbiter is a great ship, and has intel seating, so...
It's not hard to have most your levels maxed out during combat with a couple of traits and the use of EP2x. The most common setup is to run EP2W and EP2S back to back, which makes for a nice boost to damage, defense, and power levels. You should probably have EP2W as part of any build anyway, especially if you have the Emergency Weapon Cycle trait (not so coincidentally obtained from the Arbiter!).
There really aren't THAT many traits, masteries, set bonuses, or random pieces of equipment that significantly impact your relevant power levels. There are some that give you small boosts, and many that give scaling boosts inversely proportional to how high you set a given level, but the largest, not to mention easiest to acquire, boosts will come from EP2x and EWC, both of which you can get once you hit 50 with zero grind, assuming you're planning to buy a ship and pick the arbiter. Omega Weapon Amplifier require you grind omega rep and that it procs. Weapon cost reduction on your warp core requires fleet credits and dil, etc.
Dragon and Drake builds are still very popular because of how cheap and effective they are, and having that running efficiently for you is a sign that "you actually know what you're doing".
