I personally go all beam early on, while the ships are weak at low level anyway I find beams are faster at killing ships due to the larger firing arc.

At low levels, having a shield drain science boff and a torpedo does tend to work extremely well.

Just get an aceton assimilator, early on ships can't destroy them they just damage themselves and often kill themselves and then it doesn't matter what weapons you have

Also, slot Emergency Power to Weapons 1 in your engineer boff, 1 fore torpedo, beams in the other slots - use Tachyon beam and the phasers to strip the shields, then use the torpedoes and a torpedo high yield to deliver the finishing blow once shields are down.

Later in the game, using all beams becomes more effective, but a Miranda isn't that.

The fewer weapon slots you have, the better torpedoes are. No reason to forgo using them early on, nor to forgo equipping torpedo skills. Just ignore the tool tips about needing to get shields down and spam torps as frequently as you can. Early game and on shuttle missions you have no better friend than Torp Spread I. Activate it early before getting into weapons range, wait until it's almost expired before launching your attack, then immediately reactivate with minimal cooldown for a second barrage. Early game it wipes out squads of Birds of Prey like they were never even there.

a torp doesnt use pwer upon fireing and since enrgy weapons directly scale with wpn power

till lvl 50 or 60 I always used 1 torp

then switching to all beams or all torps :P

By Level 30 i have 2 types of torpedoes, 1 fore quantum, 1 aft photon, seems to work fairly well, with the exception of my escort class ships, they tend to have quantum up front until i have space for aft photon

Canon feel maybe? Even then you're better off with full quantums or full photons.
