As long as you sign into the same account, all your progress will be there.
The exception to this is saved outifts; they are kept locally, not saved to the server. (the reason for this is it means you can download other outfit files and use them yourself)
If you installed via Steam, open your Steam directory, then steamapps, then common, then Star Trek Online.
Hmm, are you sure those don't use Steam cloud save? I've moved to multiple different PCs and never lost any outfits, nor my macros which I assume are stored locally.
They could use cloud saving I suppose. But the files are definitely kept local.
Just to clarify, I'm talking about the files generated when you click the save outfit button while you are editing the outfit, not the outfits you can select to wear.
That is where where all of your account character settings like your saved key blinds, UI settings, skill/hot bar for skills/items are stored localized settings made that effect your system and game play style... Which you can find that via the path below..
"Star Trek Online\Star Trek Online\Live\localdata\gameprefs.pref
It's the one that holds your player/character settings, if you copy this file and paste into the same folder on another computer with STO installed, all of your settings will be copied over
the other Gameprefs.Pref can be found via this path below
"\Star Trek Online\localdata\GamePrefs.pref"
It saves your sound/graphics settings etc for your system..
