You can pass gear from other characters to your captain in Discovery land by the Shuttle Shared account Bank, make some mk 2 Very Rare ship gear, drop it into the shared bank, and improve your firepower.
You can improve your firepower by Increasing your energy levels to the Weapons.
If you are in any instance mission and think you have a Bug stopping you from completing that mission, try the following tips:
1. Read the mission details and the tasker for directions and important information that you might be missing. Check the STO forum and wiki and google for a walkthrough of that mission to determine if you are not doing the mission correctly. Check the bug forum and google for a workaround or if it is known bug.
2. Beam out of mission, then continue the mission at the place you come back to.
3. Beam out of mission, Drop that mission, pick that mission and try again.
4. Beam out of the mission, log off of STO then log back into STO, then continue that mission.
5. Exit game after beaming/warping out then exit game, change the options to Patch on demand, and then hit Verify game files. Once finished, log back in, and run the mission again.
6. Try rebooting computer and router at this point. Many problems like this with the game stem from poor or faulty Network connection between your computer and the game servers. Check and troubleshoot your network connection to the game servers.
7. Report the problem in a bug report. Beam out of mission, Skip that mission if it is in a chain. Try that mission again in a month or two. Report the problem in a bug report again.
When i gave myself all VR MK 2 ship gear and changed my ship to the T6 Edison Temporal warship, i had no problem, was able to take the Lukara down to zero. Had dual hvy cannons, dual cannons, photon torp, turret, turret, with pre-fire and phaser relay.

On my lvl 8 Engineer captain with some Endeavors buffs. With a change of gear to common Phaser Dual Heavy Cannon mk 1 and Phaser Turret mk 1 in the back, using the stock ship and gear from the previous rewards, i was able to barely beat the Lukara just after the allies left my side. With Phaser Dual cannon mk 1 and Phaser Turret mk 1 in the back, from the equipment vendor on earth, using the stock ship and gear from the previous reward, i was able to barely beat the Lukara just after the allies left my side. With a change of weapons to uncommon Phaser Beam Array Mk 2 (DMG) (from the Downfall Replays) in front and back and at lvl 9, i was able to barely beat the Lukara, before i might have died, that was many tense minutes after the 2 allies left.
You have to learn to use what you have been given to you: You have to configure your power to max Weapons, 50 to shields, 25 to Engines, 15 to Aux. Take auto-fire off the torpedo and learn to fire the torp at the right time when the target shield is down. Use Broadsiding with the 2 Beam arrays to maximize DPS on the current target, then turn the front enough to get a torp shot. Or change to using Cannons that you can get from the equipment vendor right when you take the Downfall mission. The default ship is very slow in turning but it is doable, and it does take both heavy and medium dual cannons. If you can get a phaser relay tactical console, that would help.
You have to make good use of the boff skills: Torpedo High Yield 1 , Emergency Power to Shields, Tachyon beam. Have torp set to manual fire. Use the Torpedo High Yield, you have 30 seconds to use it up. Tachyon Beam to drain the shield facing you, while firing weapons at same facing. Fire the torpedo when you hear computer say enemy's shield is down.
You can buy some consumable Weapon or Shield batteries at the Ship gear vendor that unlocks when you accept Downfall.
You can get supplies and gear from trading with other players that have a character inside the Discovery starter zone.
