No, he doesn't.
He has one kind of fleet marks, which are used in fleet projects, which only means anything if you are in a fleet. (If you are in a fleet that just randomly recruited you without explaining anything.) They're used for fleet holding projects. They're usually overabundant in large fleets, though, so it may be hard to get a chance to spend them.
If your character has various marks, the rest of them are reputation marks for reputation projects, which do not actually become available until level 50. (Even though you start earning the marks earlier, in the task force operations missions STO has you do since the AoD launch.) If you are level 50+, check the reputation tab in the character screen and start using them. Now.
As Arkady said above though, larger and older fleets have zero use for fleet mark dumpers, whereas the small fleets that need marks are going to have inferior fleet store options. Only the large fleets are going to have the best fleet gear options available for purchase, but you're going to spend exponentially more for them because you'll have to part with more precious commodities such as dilithium crystals to build up fleet credits. Marks are worthless and everyone immediately donates them for fleet credits given the chance.
If you do decide to find a fleet to join, many people will tell you that small fleets are worthless and not to be bothered with because they don't have good gear to buy and may never develop the holdings to gain access to that gear. My advice is the opposite: You should definitely try to join a small, brand new fleet first. Only after you've stockpiled several million fleet credits helping a newbie fleet should you go looking for a large, more developed fleet. While you may have to make some contributions to gain access to the large fleet's stores, once you do gain access you can spend all the credits you earned at your previous fleet in the new fleet. And you'll have earned most of those credits dumping fleet marks that are worth nothing, rather than precious dilithium.
