No, different ships have different Bridge Officer slots. The ships you get as you level up have more though, although the type of slots and layouts vary.

I think you get a boff slot every 10 levels until you have 8 boff slots.

Can buy more slots too, but yes you gain some for free.

if you mean ship slots for bridge officers , these are ship fixed

if you mean "your character bridge officer capacity" to have more officers in general yes you get few as you level up

honestly most low level/starting officers are trash so you should get better ones as soon as possible of purple rarity

later on you will get some unique officers with good pasives or nice look

for instance maxing out diplomacy lets you get officer from other faction (having gorn as federation is great)
