Weird problem with skills

I am playing as a tac. Just started the Cardassian missions and noticed that my hull heal skill (Hazard Emitters) is greyed out/ It used to work in and out of combat but now I can't use it at all. What's wrong and how can I fix it?

Try re-seating your boff.

If you mean switching the science station to none and choosing the boff again I've already tried that

It's probably spaghetti code with the promotion, loadout and specialization systems. Only real advice I can offer is to fiddle with it until the code tries to correct itself. Try going to the Stations tab of your Character Window and shuffle around their currently selected powers.

what ship are u using the dyson destroyer and the chimera both restrict sci boff skills when you activate the tactical mode
