You will have to fly manually to the start point of whatever mission you are on.
Quantum Slipstream Drive is an ability earned when reaching lvl 50 and is to be used in sector space only. It has a limited time of effect followed by a cooldown. Both timers can be influenced by equipment and/or active duty officers.
Full impulse however is used only in system space, usually in orbit or close to a planetoid or within a nebula or anomality. This has no cooldown but can be negatively impacted through combat situations.

If you are stopped automatically at the outer edge of a system that you are wanting to visit then you need to give the throttle a quarter nudge and stear toward the target to manually fly to the actual planet that you are visiting. You need to come within 1 Ly to the target planet, so you can get the activate button.
