But first open up windows cmd.. from start just type cmd and open (you can right click open with admin if you want for the DNS doucing part you will do at the end)
with that old DOS looking cmdprompt window open just type
tracert 208.95.184.200 and hit the enter key..
which will now show you the route your connection takes to connect to the STO patching/game server, as well as each IP of every server in your hop list and how much lag in ms taken at each server. should be less then 20 server hops (fewer hops means fewer servers to raise your ping) a final number like "XX ms" left of the STO's server IP/address on the last linet is your ping to the server, and would also be your in game ping while playing (not counting frame rate system/server lag spikes..
If the tracert failed, then read on and the first 3 things that came to mind without knowing any details other then that you inststalled game and launch it to play...
1st your firewall is blocking the connection.. which something that should always be done for trusted legit games played online is to add the *.exe for the game to your firewall's Allow outbound and inbound,,, which allows the program (game) a Corbin Dallas multipass for sending/getting data from online..
2nd thing that it could be, outdated DNS numbers.. which if you don't know what that is, it's IP "phonebook" your network (connection) uses to connect to the things you're wanting to visit online.. and most ISP rehash it for and you don't even notice, others might take a day or four, in which case a cmd ipconfig /flushdns or /release , /renew command.. that will drop the DNS list and ask for a new one from your ISP.. which if they dragging heels and don't have a current up to date list you'll have to wait for them, or contact them and complain, or sign into your network and change your default DNS and use another's (like google's if you don't care about sharing every detail u do online while on it, but for some it's faster than their ISP)
3rd thought, is to ask is the IP addy yours? like your household pays X company for services to connect to the internet, because if you're at say a starbucks or staying past your shift at work so you could use their faster connection for X and Y reasons, that IP/network might not be configured and have the needed ports to be open etc to allow a connection for online gaming (most employers/companies will have their IT guy or whom installed/set up their network to block traffic lanes that online games travel through... also VPNs, most game companies have an auto blocking list of IP addy's owned by the shady VPN companies or ones used by players trying to dodge a prema ban they have for whatever reason...
But if you are just a normal dude/girl named Bob or whatever, you could also do these things,
in the STO launcher/updater turn off the on-demand patching..
And then open and allow these IP numbers and ports as they are STO's and are what you are trying to connect to

• For Windows, hit the start button
• Where it says Search All Files and Programs, type CMD and press ENTER
• The first result should be cmd.exe
• Right-click on cmd.exe and select Run as Administrator
• A black, command-prompt window should appear
• From here type the following command:
• tracert 208.95.184.200

It could be any number of other things... Website link [www.arcgames.com] has happened in the past a few times when entire Domains were banned. So give them as much information as possible.
But i'd still use the /release (or /flushdsn) followed by the /renew command,,
then open the STO game launcher log in, then before hit the big blue launch button,
make sure you,
Disable on-demand patching in the game launcher options
Select the Force Verify option from the game launcher options
also make sure you add the Star Trek Online.exe to your windows firewall outbound and inbound rules to allow the connection... and make sure you also don't have some AV program running in the background that is blocking the connection for the game as well..
That means that the IP range the OP is in is specifically prohibited from using the system. I have no idea why that would be, but I'm guessing its something along the lines of what Running-Target suggested.
Welp hens submitting a ticket with their trace route information would show their IP...... the people who work there would know if its "Specifically and Indubitably" prohibited....
Cause i use a VPN for when torrent the TV shows and movies I want to watch (I hate adverts and pay enough for internet, So I say ♥♥♥♥ the TV and Cable)...
Anywho, I use NordVPN, and can pick from using 6 different Specialty servers....
Each are configured to do different things than the others (prevents traffic slowing others down doing something very different)
Dedicated IP server (IP I pick and only use)
P2P servers (What i use, and when connected I lose internet and have only P2P Up/Download)
Double VPN servers (for those tinfoil hat wearing types i guess)
Obfuscated servers (for the restricted & suppressed like China and Iran)
Onion Over VPN servers (for when you plan to break many laws)
And lastly
Standard VPN servers ***This would be the server type you should be using to play STO and other games on..
It's also the type to use for bypassing a country's Region/Geo domain block by using a VPN's IP from the blocked country.. Used to work on Netflix, but now they block the connection if you use an IP from a different country then the account's country.. I have used this to sign up and set up a Gundam Online account, which only allows people living in Japan (or an IP from Japan) can make/create an account.
So if you are using VPN,or anyone else reading for that matter, uses a VPN, check with your VPN service about the types of servers there are, and then use the right one for the right task
Stil works for me. There's a couple of shows that aren't in the Finnish/Nordic Netflix so I VPN to US and can view them just fine (same account). Though depending on VPN provider, your experience may vary.
I netflix here and there, Stranger Things was great, and I enjoyed Polar. and it's also nice to get a head start watching something new while downloading from rarbgprx dot org
I've also been wanting to use plex or something like it to set up my stream network (i have one on my network, but can't stream out of mine if was out somewhere.. that sort of service is overpriced still..
