How do i mine dilithium?

Is it the Dilithium Mine fleet holdings base? I need to figure out how to mine stuff there.

Vlugta asteroid has 5 mining sites per day. The fleet holdings have many more if you are in a fleet that has unlocked all tier 3 mine stuff

Go to either one of the places Wisecasper pointed out (or better yet both) and make sure you bring along a proper exosuit. Don't forget to activate the suit!

The actual mining procedure is a minigame where you match the reticule position with the randomly positioned triangular laser. You would do well to practice this thoroughly before you go for it for real because you'll want to score at least 750 points to get the maximum amount of dilithium per mining spot.

There's a possibility to obtain mining vouchers for 1K bonus dilithium by opening lock boxes. I'm not sure if those are tradable and thus for sale on the exchange as well, though.
