The actual mining procedure is a minigame where you match the reticule position with the randomly positioned triangular laser. You would do well to practice this thoroughly before you go for it for real because you'll want to score at least 750 points to get the maximum amount of dilithium per mining spot.
There's a possibility to obtain mining vouchers for 1K bonus dilithium by opening lock boxes. I'm not sure if those are tradable and thus for sale on the exchange as well, though.
