The proc is nice (and that's all you're buying - weapons of the same mark, rarity, and mods deal the same damage roughly - ignoring damage boosts of course). They're nice, although I've also heard one of the Disco phaser subtypes is rather nice.
Better off with Pulse phasers (imho) if you're gonna use phasers.
Still, they're [Dmg]x3 so good on a tac.
The CLR (Combat Log Reader) available on one of the STO DPS sites will tell you your average DPS in a mission. I'd suggest going there first.
If so, they look like pulsed phase cannons, and so i used them on my NX Escort class (Got the Enterprise Pack as a promotional item)
I have my Vengeance decked out with those.
Any energy type is good though. Only deepy obsessed weirdos worry about optimal weaponry. If stuff dies in short order, you're doing enough damage.
