Action Bars

Hope someone can help!

I have 4 trays now on my main "big tray" for actions and I have a 2nd "big tray" vertically at the side of my screen.
This used to work fine.

Now, however, the 4th bar on the main one automatically switches to the same as the side one.

Can I stop this? I want the side one to be the 5th tray basically but if I set it to 5th the 4th just changes.

Press esc, hud management screen layout options and adjust it all there

Unfotunately the problem is the actual bars themselves.
The side bar is number "4" and it has all the stuff my number 4 bar has on it, but if I change it to "5" then my 4 bar is now 5 too, so it goes 1, 2, 3, 5 .
I want the side bar to be a standalone thing like it used to be.

Sorry if its not very clear, its surprisingly hard to explain!
