I have replayed the Starfleet tutorial with a fresh character and didn't see any problems. You might wanna review the instructions on space and ground combat. On the mini map there is a question mark button, brings up a menu, pick Access Library computer, you can review topics there.
Remember you can balance your shields to build them up, either using the arrow keys for the four faces or you can left click the shields diagram with cursor to distribute evenly.
Zarva (Yellow bridge officer) has Emergency Power to Shield to boost power to shields then you should be using the Distribute Shields to fill all the facings evenly. Flying your ship with the left or right side pointing toward your target lets you broadside your beams for more damage. Then start turning the nose of the ship toward target to fire the torpedo. Ideally you should be spinning left or right a complete revolution as you fight in space using the light cruiser, and then repeat as necessary.
You can change your power profile to have more power going to Beams or Shields or Balanced. By default your ship weapons are set to auto fire. You don't have any heal powers but if you run away from combat, your ship will repair itself.
Flores(Red Boff) has High Yield Torpedo to improve a torpedo shot and T'Vel (Blue Boff) has Tachyon beam to fire at target shield to drain a side.
Don't forget to install all the gear that you receive for rewards while playing the tutorial.
Make sure you are following the quest tasker directions and check the mini map and map for a circle that shows where you got to go. You have to get close to objectives to get the Interact button you see on your screen, then you can click " F" key or click button with mouse.
Read the mission details and the tasker for directions and important information that you might be missing. Check the STO forum and wiki and google for a walkthrough of that mission to determine if you are not doing the mission correctly.
There are serveral bugs that occur with the tutorial missions that happen sometimes where the programmed events don't happen or are missed by your game client. You could try just quiting STO program and relogin to that character, maybe that will clear the problem but might not work.
You might have to quit and reroll a character to get passed the bug condition in the tutorial mission. If you have a bio that you want to keep in a character that you have to reroll then highlight it, Copy and paste it in a text doc on your computer, and while on that character type in chat "/gensendmessage tailor_root show" and save the outfit.. once you done that, Kill the faulty alt and make a new one.
Don't spend a Long time in the character creator, designing your character and writting your bio. Once you get out of tutorial, you can tailor your character and write your bio you had in mind.

If you are in any instance mission and think you have a Bug stopping you from completing that mission, try the following tips:
1. Read the mission details and the tasker for directions and important information that you might be missing. Check the STO forum and wiki and google for a walkthrough of that mission to determine if you are not doing the mission correctly. Check the bug forum and google for a workaround or if it is known bug.
2. Beam out of mission, then continue the mission at the place you come back to.
3. Beam out of mission, Drop that mission, pick that mission and try again.
4. Beam out of the mission, log off of STO then log back into STO, then continue that mission.
5. Exit game after beaming/warping out then exit game, change the options to Patch on demand, and then hit Verify game files. Once finished, log back in, and run the mission again.
6. Try rebooting computer and router at this point. Many problems like this with the game stem from poor or faulty Network connection between your computer and the game servers. Check and troubleshoot your network connection to the game servers.
7. Report the problem in a bug report. Beam out of mission, Skip that mission if it is in a chain. Try that mission again in a month or two. Report the problem in a bug report again.
