as for the second one you will have to buy the arbiter to get the skin tbh im more of a fan of the t5u avenger than the t6 arbiter only the console from the cstore arbiter makes the ship worthwhile in my eyes
Buying a T5 or T6 C-store ship does decrease the Fleet Ship Module cost for that ship to 1 (for the fleet variant). Buying the fleet variant of a ship is better done after purchasing the C-store version due to this. One of the perks of buying the C-store ship then the fleet variant is cheaper.
As for the modules, I think they shouldn't be bound at all, unless they come from a reputation project, in which case they will be bound to character. Don't quote me on them having been tradeable though, it's been ages since I last needed fleet modules
Which is kind of a non-issue for some ships that people might like for looks, but which have decidedly mediocre traits. Just keep slotting something good instead.
You only get the skin if you have the ship for the skin, so if you get the t6 fleet battlecruiser you do not get the arbiter skin.
Fleet variants have more hull and shields, and an additional console slot.
