Andorian Pilot Escorts have two universal.
Curious about your build concept though... Unless you specifically want versatility, there are good ships for nearly any seat arrangement imaginable (with single high tac).
im a romulan tac going full cannon no torp my plan was to have rapid fire 1 and scatter 2 (and tac team if i had a spare slot) all the others would be for offencive sci and resto eng slots so far the t6 vulcan ship (which i cant remember the name of) ticked the boxes but a 3-3 weapon lay out was a bit limited 4-3 would be better but i could live with 3-3
There's the Qulash if you've been doing the event. it has a commander eng, admittedly, but is otherwise universal and is 5/3
Ok, that'll work if you're not min/maxing your tac dps.
going to be for pve only my goal is to see if you can get as much out of it from using boff slots that are not tactical i.e intel, command, temporal ect but to begin with i have to see if it can be done just on standard doffs hence why i wanted as many universal slots as possible
the new elachi ship should fit that nicely i dont have it quite yet but ill have it in time :)
You speak of this ship

The one that looks like those once in a blue moon times where that one floater just doesn't wanna take dive and you're forced to drop some wipes/papers on it so it does..
