If I'm right, you need to have a very high rank to fly those. Could that be the problem?
Just shooting wild here, you don't give much information about your level and which BC's you bought.
I have noticed on a couple of occasions when claiming reputation assignment awards the items have taken some time to show up in my inventory - maybe it's just a slow database. If they never show up and your characters are compatible with the ships then you obviously must raise a ticket.
Even now when I look at that package in the store it says "AVAILABLE" and NOTHING about level restriction, onlygives me the option to "CLAIM" the package.. I hit claim and green text goes across my screen saying "transaction seccussful" ........ but the claim button stays there and i can hit it 100x times with the same results. That doesn't sound like a level restriction issue.. sounds like a bug.. no?
I'm starfleet so I should be able to use the T6 Aribiter.. correct?
As of right now, you are a leiutenant (level 5). This means you can claim Tier 1 (500 zen) ships.
When you get to level 10, that will allow you to claim Tier 2 (1000 Zen) ships, as well a prior purchased Tier 1 ships
When you get to level 20, that will allow you to claim Tier 3 (1500 Zen) ships, as well a prior purchased Tier 1 and Tier 2 ships.
When you get to level 30, that will allow you to claim Tier 4 (2000 Zen) ships, as well a prior purchased Tier 1 , 2, and 3 ships.
When you get to level 40, that will allow you to claim basic Tier 5 (2500 Zen) ships, as well a prior purchased Tier 1, 2, 3, and 4 ships.
When you get to level 50, that will allow you to claim Tier 6 ships (3000 Zen) ships (like the arbiter), as well a prior purchased Tier 1, 2, 3, 4, and 5 ships
STO has always been this way, in that you can only claim ships you have leveled to. It's pretty easy to level. The claim button means you claimed the package, which unlocked the ships in the C-store for use when you get to the appropriate rank. When you bought the pack, you bought the ability to unlock the ships in the pack for free. This does not result in a level restriction because you're not actually claiming anything.
What you just said makes ZERO sense.. if the package has a a ship that I could use then of course I should be able to buy it.. This is NOT the case the package has ZERO ships I can use.. you mean to tell me they can't code the logic to check ships in a package and allow/deny purchases based on player charactors on the account that is trying to buy it? give me a ♥♥♥♥♥♥♥ break.. that's just lazy as ♥♥♥♥.. and very bad customer service.

You purposefully purchased Top Tier/ Max Level(End Game) gear for your Beginner (Peon) character. I do not know what games you have previously played to make you believe that this would work out.
It Should take almost no time or effort at all to understand that T6 Ship = lvl50 Vice Admiral/Faction equivelant character).
I do not mean to sound harsh.
Maybe they could clearly specifiy the relevance between Tiers & Character lvl on Store Bundles/Packages but the info is there when you look at the ships individually.
+ It is not unreasonable for any MMO Dev (especially F2P) to assume that anyone who is willing to put money into their game will continue to play beyond reaching endgame.
There are Temporal ships (from the Star Trek future) and stuff.
So no, none of the packs you actually BUY are only "temporal". They are just called that way to fit the theme.
Yeah but you WILL BE able to use them, and on every toon you play afterwards (depending on faction of course). you simply need to get to the appropriate level, as has been said.
In that way, it DOES make sense, because you may already have a max level / appropriate level toon, see? Or you know you can't use them yet, but know you can later. Then it would make NO sense to forbid the purchase.
It's fine as it is - you now have beast ships to look forward to once you get there, and it won't take all that long.
Also, it's on you pretty much, since the game tells you straight you won't be able to use the stuff until a certain level.
You have lost nothing and everything is in order - things actually work as intended (I know there's a joke in there, but I can't be bothered).
The ships are on your account, ready to be used by the properly ranked and factioned toons.
