OP's asking about how to determine the quality of a fleet and how active it is. There's a way to see general info about a fleet, through the social menu, but otherwise there's not much else.
I know exactly what is that you mean.
You basically want to belong to a large group that has all the perks that come with being in a fleet without any of the hassle that comes with it in terms of feeling like you need to help them do group content or whatever. With a larger sized fleet it's less likely they will ever need you for anything, but at the same time they as a group are someone to fall back on for advice in Fleet Chat for questions you don't want to just post in general chat or whatever.
I'm basically the same way as you in that regard. It also becomes very annoying being out in a public space and just having people randomly invite you to their guild (that you know nothing about) to the point that if I know that I'm going to be clearing out my inventory, or setting up DOFF/Admirality missions, or anything from menus that might take awhile I just go to my shuttle bridge.
But yeah, it's like you say, you know nothing about guilds/fleets in this game. You could be #500 or #6. Some games are better about the info than others. I was actually surprised a few months ago to see that Injustice 2 had a better guild set up than many MMOs do.
I really hate joining Fleets only to leave them, but I see no other alternative to getting the information I need to make an informed decision. I'll write it off as poor program design.

1) Join the fleet.
2) Find out what requirements there are like what do you have to do so you can shop at the Fleet stores, are there other requirements like having to sign up and use a voice server, and how often do you have to login to remain part of the Fleet.
3) IF the Fleet has alot of members, is built up a bit (I would suggest at minimum half their holdings are max level, and others are close to max level (unless it is a newer holding that just came into the game), then I suggest giving the Fleet something like 30-90 days and see if you like it and it is for you. Leaving Fleets is easy and realistically they are rarely bothered when someone leaves within the first few months.

alternate characters are welcome in our Fleets. When one character earns a Fleet promotion then ALL your characters earn the same promotion.
Even if you don't join our Fleet, I highly suggest joining one (hopefully a good one). They make playing the game more fun, allow you to get some nice special gear (space and ground), and are usually a vast library of good knowledge about the game and little things you might not find out otherwise.
