Dual beam bank builds are commonly used on smaller ships with a high turnrate, like escorts, destroyers and raiders. With 360 degree beams in the back all weapons can fire in a frontal cone.
If you roll Disruptors, there's the nausicaan set that, in my opinion, completely overshadows this one for that purpose.
Otherwise, you'll get much better mileage out of the Neutronic or the Quantum Phase torp if you're looking for a torp spread setup.
There might be argument for throwing this set on a proper transphasic projectile setup, but I honestly can't say that it would justify the space it would take up. (Transphasic boats usually run a pair of cluster launchers and a pair of rapid-fires upfront with a cluster, rapid, and twin mines in the back.)
