try to get at least purple (or even blue if you are low on EC) mk xii weapons and consoles, they are cheap on exchange. when you decide which kind of weapon you want (phasers, tetryon, etc) buy the Advanced Tactical Vulnerability Consoles (UR Mk XII Vulnerability Exploiter +8% Critical Severity) from the Fleet Spire and fill the tac slots. they are not cheap, but very good.

last, that Breen Transphasic Cluster torpedo takes too long to fire (45s) try something faster (purple mk xii if possible)

You have too many torpedoes. There are torprdo boat builds, but they tend tend to benefit science ships more as torps share a global cool down and require traits and skills to use. Usually from rep. Pick one or none torps as it takes away from your beams. Also get rid of that cannon.
Buy XII green quality or better Tetryon Beam Arrays and Tetryon Pulse Generators. If you are broadside with auto fire they will all fire at the SAME TIME. Don't worry if you extend up your skill bar, you have a ton more abilities you would need to press.
Increase your weapon power levels. Beam damage goes up like crazy the more you have so have it maxxed on 125 and leave rest for Shields. Keep in mind science abilities use aux power.
Consider switching yilns third ability to gravity well I if you want to be extra annoying to the Voth.
I'll bug you on your science consoles and engineering later. Getting your tactical nice and coordinated is most important now.

Here is an excellent guideline for a tetryon budget build btw. No need to overload reading it though. Right now we just need those weapons and tac consoles. The page is excellent for telling you where to get easy sources of interesting items though.
Regarding the Advanced Tac console, isn't that for only fleet ships?
I have my eyes on the Meshweaver fighters, but they will come after the weapons and consoles. I haven't yet even tried out this setup, but I'm trashing it before firing a shot.

Usually a bad idea to do Dual Beam Banks unless you have Omni Beam Arrays and even then you are left with a dead slot on your ship. Since you probably dont have your rep along and havent done much delta stuff yet, as I said all beam arrays are recommended. For at least the time being.
As for the Tetryon Pulse Generator, one isnt enough, stack them for as many tac console slots you have.
Regarding maxing power at 125, that isn't available to me, or I don't something that might extend it to that power, I would love to see it.
LMAO at the gravity well. Yes, I do intend on training for that one, I had some fun with it during A Step Between Stars commanding Tuvock's Dyson ship.

You can buy the regular version for a very cheap credit cost on the ESD by where you setup your ship.

As for the power level issue. Put it to 100, to get anymore is through engineering skills and gear. Sometimes through those ways you can get to 125 or higher, but the game doesnt recognize higher than 125 on anything UNLESS its buffed with "Increase max power level" such as on Warp Cores.
