Actually, you can and then some.
Navy, do you mean you want to back up to a wall, then press a button to move and lock the camera to be in front of you?
If you just want no frills first person, you can press B (by default) which puts you into shooter mode. The downside is you can't easily mouse clicky on your tray anymore making using kit powers a pain. You also have to actually aim with the crosshairs if you want to hit something.
If "close enough" is good enough, you have two more options:
1. Press Page Up a few times and the camera will zoom up looking over your shoulder on the right. Press Page Down to back it out, or press Home to set it back to its default position behind you.
2. Under Controls in your Options, there is a toggle for "Use zoom cam with aim mode" Turn that on and then press X to enter aim mode. The camera will look over your shoulder just like with Page Up. Pressing X again to leave aim mode moves the camera back. Note: While in aim mode, your character walks very slowly, so strafing might be difficult.
If you simply must have your camera positioned as you described it in your question, it's doable. You can move the camera all kind of places. I need to refresh my memory on the commands you will need to use and I am going to have to play with the coordinates to get the camera in the right position for you. I will reply to/update this when I have the results.
In the cap and hold parts of the Dyson Battlezone, I zoom my camera all the way out, center it directly above my head and have it point straight down. I do it for two reasons: 1. my character targets off-screen enemies and turns to face them more reliably for some reason. 2. It looks like I am playing some kind of RTS and everyone's kit powers going off all over the place is fun to watch from that angle.
Might I ask what you are trying to accomplish? Are you trying to use the wall to keep from being flanked or something? If that's the case, hugging a wall might make it difficult for you to avoid AOEs and splash damage. In such situations, it would arguably be better to go back to Controls in Options and
ENABLE:
(The two below could cause you to turn your back to an enemy who is attacking you so you can instead attack a harmless generator or a way-less-dangerous-than-the-guy-shooting-you-in-the-back turret or drone. Then again, there may be times when some structure is a critical target and you want to target it above all else. You are just going to have to try it and see which works best for you.)
DISABLE:
(The next one could cause you to turn your back on an enemy that's getting ready to shoot you in order to face an enemy who might not be targeting you at all.)
These settings will cause you to automatically spend most of your combat time facing what you are shooting/what is shooting you and not exposing your flank to hard hitting enemies because the targeting AI suddenly decides you need to show that little drone that is buzzing around aimlessly who the boss is at any cost, or you need to move a few steps to avoid an AOE attack. You will also have room to run around and roll, and not be a stationary target because you keep bumping into whatever you would otherwise be standing in front of.
