That's usually the guaranteed way to get the ship (IRL $$$ --> zen --> keys --> EC), otherwise there's the Lobi route you detailed above. Neither will be cheap.

The Kelvin Timeline lockbox can drop a Kelvin Timeline Heavy Commmand Cruiser when oppened on a Federation character.
The reason there are intel dreads on the exchange is, because some people bought the ship with lobi and then placed it on the exchange.
2. Buy keys with ground out zen.
3. Sell keys for EC's while saving up EC's from missions, drops, etc.
4. Buy ship for EC's off exchange.
It's a no $$$ way of doing it. Might take a while though and by then you'll be burned out and want to play another game.
