And sure you could buy/exchange Zen to buy R&D packs.. ...
(I'd say that's most expensive way, that would effects/costs reaching into the Real World)..

You can buy them off the exchange with EC..
Best time to buy them FYI, is when there is R&D T6 Promo pack sale being sold on the Zen store ..
Mostly because there are enough players ("Whales") who buy 20, 50, 100, 500+ of them, who are only interested in the possible pull of the T6 Promo ship pack from them... Leading to the exchange getting flooded with unwanted R&D packs... Which I guess logically if you don't craft or upgrade items, then might as well make some EC selling the R&D packs you aren't going to use and spend however much EC gained from sells to buy something(s) you will use..
And yes, it does get flooded with them by players under bidding whatever the lowest listed exchange price is at time they post their R&D packs, until the market price hits as low 500k'ish EC per R&D pack.. There also players who 'stock up' on them during this market flood for the next Bonus R&D box reward (extra R&D box in a box when opened during one)..
