Likely because it's a two year old game only recently ported to PC, and how most Japanese companies are out of touch to Western audiences to the point of forgetting to release games altogether.

Not to mention that Square-Enix isn't going to pony up the money for more crossover content for a very niche title as this no matter how big Million Arthur is in Japan & the East. Having Iori was already enough in a sense and they can do crossovers all they want with their own content because they own the rights to them (I'm referring to the Secret of Mana, Hangyakusei Million Arthur, & Lords of Vermillion IV crossover characters in this game).....anything outside of that will be too much for them for this title. Not to mention that making those assets will take longer than usual for a team like Team Arcana....their not a big development company which is why we only have 5 games from them so far (not counting the numerous updates to Arcana Heart 3).
