Costume Transformation Power

confused about this power,i have a new costume and got two transformation powers to use.
the powers are basic and whirl,i cant seem to make it work i imagine the whirl to look like the old wonder woman tv series as i have not seen anyone yet use a costume change power.
i have tried slotting them into my power grid box but that didn't work,as always guys and gals any info for this noob is greatly appreciated.

thank you for the info that helped a lot. i always wondered what that mask in the costume selection did,i see the choices to put on the costume transformation.

I dont often use those transformations becuase my characters dont change costumes often. I usually have one classic look, and use it almost all the time. sometimes if i have a civilian outfit i use it.
