Powers are tiered so and the higher tiered powers need you to get a certain amount of other powers before you take them and thats always one less if they are from the same powerset.
So for example a power might need you to pick 4 powers (the energy builder not counting) to take it OR 3 powers (EB not counting) from the same powerset as the power itself.
Since you'll have taken enough powers pretty soon to take every power its not a question IF you can take a power only WHEN.
The only powers an FF doesnt have automatically access to are those from the recognition vendors and the ultimates from lockboxes, but while some of them are nice they are in no way essential for an effective build.
Normally when you have picked the first powers and try to pick a new one, on default the game just shows you from those powerset you already picked powers from.
There is a bunch of tabs at the top of that power-selection window. Each tab is for one "family" of powersets (like elemental, wich contains Fire, Wind, Electricity, Force). When you click the tab and its "highlighted" you can then click the symbol of a single power-set (like just "fire") and it shows you all the powers you can pick from that power-set at this moment.
Due to the limitations I mentioned in my first answer (need to have some powers already picked) its possible that early on you don't have much choices outside your "starting" power-set but after you took 1 or 2 non-EB powers at least the lower-tier ones in the other sets should open up.
(theres also a dropdown menu in that window where you can choose wich powers you want to see, by default it only shows those you could pick at the moment. If you open the drop down menu and check the box next to "unavailable" it shows all the powers in the set. Those you can't pick atm are greyed out)
