Btw what exactly do you want a refund on?
The Game itself is free and afaik PWE doesnt refund subs, lifetimes or microtransactions ingame.
I got a refund before but it was because it meant they were getting more money from me. I got a sub on sale then they had LTS on the next sale but they just charged my 3 months. So I called them and told them what I was trying to do is by LTS so they refunded the 3 months sub I bought a few days prior then bought the LTS. So it's rare but can happen so I just directed him how to contact them. But most times, you're right and there is no refunds.
So Ingame crash is a no go?
If you are asking for a refund (not sure of what though) because you had a crash? Then probably not. You didn't have to pay for the actual game itself. And if you got a sub before they were taken away or got the LTS, then I won't say but the support will try to resolve why it's happening to you.
One of the things they normally say to do is verify files. In their launcher go to Options and click Force Verify. If it crashed, normally it will ask to verify files next start up but I have seen that not happen. Force Verify will do as it says and force verify the files one time. You won't have to go back in and uncheck it for next time.
Also check your video card. I know it's weird to say this because it's an old game (9 years old). But I had a failing video card fan. I was able to play more modern games with more graphics intesity than Cryptic MMOs need. And for some reason I got crashes with CO and STO but could play the other games fine. I noticed the video card fan wouldn't move and changed cards then no crashes in Champions or Star Trek Online. That one really was a head scratcher since playing high graphics games were no issue at all.
Also reseat your memory just to be sure. Again had that happen too. Other games no problem then reseated the memory and Cryptic games worked again. I don't want to say probably bad programming that is quick to "break" but seems to be exactly that sometimes. Also try a memory test.
These are some quick things that may help you. No promise but doesn't hurt to try these.
Another thread asked about pay items and it's possible the OP paid for slots or some of the AT's
