Champions was made by the same studio responsible for City of Heroes/Villians and DCUO. It was developed before PWE purchased the studio and gutted much of the development from the game
While the game is old, it still features one of the most complex and diverse levels of character customization with many more options that open up once you get into the game. There's a lot of story and character to the world as well for the people who wish to invest their time in exploring that part of the game.
The game has it fair share of flaws, but overall it can be a fun experience.
Cryptic games are CoX before they left NCSoft to do CO. Then they did Star Trek Online and Neverwinter. STO and NWN still has active development in comparison to CO but how the game was designed and how PWE looks at Cryptic being one of their big money makers overall, there is little chance CO will close while the other 2 are regularly in top five according to Arc Launcher.
Now the OP, is it the best superhero MMORPG? That is a matter of tastes. With CoX not around anymore, it would best be answered just try this and DCUO. Honestly, both have pluses and minuses so it will come down to your preference really.
DCUO lets you play as a villain. Since you pick one of three mentors each side of hero or villain, I would say when I picked Luthor or Joker, after a while I really felt like I was just fighting other villains for Luthor or Joker telling me to. But Cersi had me feeling more like a villain so I would suggest picking her as a mentor if you play a villain. Playing a villain is not available in Champions which CoX also gave that option.
Champions choice of powers if you sub is not seen in DCUO. I tried an archtype just to unlock rocket punch for a concept free form character and it was a drag. I tried witch archtype too but ended up making a free form version that used a lot of the powers from the AT but it was much better experience. I guess once you go free form in CO, it's hard to play any AT.
But both you can play for free with limits so you can even sub to one for a month then the other after you start to see the differences then unsub one or both and keep playing. Since neither require a sub just to get in and play, again best advice is try all for yourself then decide for yourself.

I was a original backer & alpha player and release player all the way up threw the end of offical servers

hell I still have the collector cards in my room , leaning up against my monitor in frames, of The Statesman / Lord Recluse / Ghost Widow / Mrs. Liberty
still brings warm feelings to my heart of my 1st custume & Bio (storyline) contest under atlas Globe on Liberty server.

I had dreams where the game was still running and playing my old characters from there. I was a beta tester and played it a lot. I was mainly on Freedom server but had characters on every one of them. But remember when they gave us the comics as part of our sub? I ran across some Image comics did.
Both free to play with limits so try them both out.
