Selling Items and Mods

Hi, i just started game and my inventory full with trash items, i try to sell some vendors but none of them have sell options, i search some people says you can disenchant (or disassemble not sure) items for mods but i cant achieve that either. Anyone can help me with that issue or suggest me some newbie guide ?

I hate the lack of vendors as well. You would figure they would be all over the place, but they are hard to find

You're looking for this NPC, there are others, usually at or near mission NPCs, but this one's easy to locate.
