That being said. The choices you make during dialogue options and random travel events will directly affect the morale of your praetorians so I recommend checking the bio of your praetorians. Their traits will reveal to you how they will react. So pay attention to the notification during dialogue choices "arrogant praetorians disliked this" etc.
Regarding morale of your legion, there will be some travel events that will give you the opportunity to raise legion morale or even get rewarded with more legionari if you choose the right dialogue options.
There are also certain "quests" that reward you with legion morale such as buying fish for the whole legion at the fishing village Troas. A praetorian can also raise legion morale at the bath if need be.
Lastly you can raise legion morale at the end of legion battles. Some cards will help you gain more resources, kill off more enemy soldiers, etc and raise legion morale.
In the interregnums between acts I think only your story book characters.
