You had to kill all lunja and cleo. Convince the senate you're the one. The dialogue option is tricky but the key is you had to force them to pit you AFAIK pick the dialogue option that respectful but shows your intent to become one. When you're pitted against cotta and you pick the dialogue option that he's a total disaster in act 1 and you're elected the proconsul

How so?

No you need to side with Lunja and kill Cleo and Pharoah . You don't need to kill Lunja. After that you have a Senate meeting and then you can convince the Senate to name you proconsul. And for the Senate choices is what you said. Tell the Senate that Cotta is a total disaster.
afaik i kill them both in my game lol

No, I sided with Lunja and killed the Pharao and Cleo, but I had no possibilty to convince the senat. There was a "logos" option, but I couldn't choose it because I choosed "pathos" for my character... actually pathos was until that part of the game relatively useless and no good choise....

Edit: Mistake, I choose Ethos, not Pathos. Ethos was the bad choise.

I have both Pathos and Ethos. And I've become proconsul. You should have 2 rhetoric before you leave Rome in Act 2 and go to Egypt. To convince the senate :
1. Put yourself as the proconsul candidate
2. When Cotta puts his candidature forward make sure to remind the Senate how utter failure he was in Asia Minor.
3. Make sure to throw some shade towards Lurco as well.
But first two are very important.
I also was on good terms with Cato and Cicero and was playing as a male.
EDIT also Lurco brother was already dead in act 1.

Pick the dialogue option that sound respectful to senate but not show you as an arrogant jerk. it's very tricky but doable and no need for the second rhetoric just pick the correct dialogue option

Ah thx, it worked. I didn't choose the option to show that Cotta was a failure in Asia Minor. I tried to be more "diplomatic", but that was not helpful :-)

Cotta is never going to be your friend. So you can cut him off for political promotions.

I picked the other option, whatever it was.

I made the accusation of Vitellus being a traitor, phrased in a way to say he was 'misled by the Egyptians'.

It makes Vitellus say 'no, actually I wasn't'

to which Cicero will counter 'oh, so you deliberately betrayed Rome?'

to which Vitellus realising he's played himself into a corner has to say 'oops, um, no, you're right I was misled'

and that convinces the senate to ignore his recommendations and pick you as proconsul of Egypt.

I liked that option because it's the one rare time you get to outplay him in the senate and he has no counter for it.
I did kill Cleopatra and I think I convinced the Senate to elect me as proconsul of Egypt but the achievement has not appeared. I'm pretty sure it's a bug because at the end of Act II there are a lot of mentions to my character going to Egypt. Syneros mentions that it will be good for his health and there is a person in the forum informing that the conqueror of Africa (me) is leaving in a few days to become the proconsul of Egypt. But I'm just starting Act III and the achievement is not unlocked.

The only thing that comes to my mind is that someone mentions that I will be elected as proconsul of Egypt in all but name. Maybe that's the problem?

I am in the same situation as you. I already created a bug report with redmine about this.
When is this senate meeting? Is it after act 3 or before?
immediately after you return from egypt. still in act 2
