Well, it's more about the play value of it. If you had a forge, your units would be unstoppable so to say.
Think of it as the tools available to the blacksmith. He has a forge and all but only can do simple things like forge items of a certain type or add some things in to give it more flavor (modify). However, he is missing the tools to can't upgrade items even with all the resources on hand because the trader doesn't carry them (Emporium II) or at least that's how I want to think of it as.
You can use them to craft Tier I stuff - pristine weapons and armor, etc., assuming you have the schematics. Yes? So there is a use for those resources if you feel like you need to do that.
